Exempts spouses of active duty U.S. Armed Forces members from New Jersey's residency requirement for public employment (the "New Jersey First Act")

Defines "nonresident military spouse" as a non-resident whose spouse is an active duty service member who has been transferred to New Jersey, is legally domiciled in the state, or has moved there on a permanent change-of-station basis

Allows military spouses to hold state, county, municipal, school district, and other public sector positions without establishing principal residence in New Jersey

Maintains existing residency exemptions for visiting professors, full-time state employees working primarily out of state, and certain NJ Transit positions
