Prohibits state and local approving authorities from approving site plans or project-related permits for large warehouses (100,000+ square feet) within 1,000 feet of qualifying historic districts

Qualifying historic districts must be listed on both the National and New Jersey Registers of Historic Places, contain at least 100 contributing resources, and be located along a New Jersey Scenic and Historic Highway

Excludes historic districts designated solely to preserve waterways such as lakes, rivers, or canals from the prohibition

Planning boards with jurisdiction over a historic district may grant waivers to developers who petition for an exemption from the construction prohibition

Does not apply to redevelopment applications submitted under the Local Redevelopment and Housing Law, and only affects projects where construction permit applications were not declared complete before the bill's effective date
