Authorizes the New Jersey Motor Vehicle Commission to issue special "U.S. Navy Retired" license plates displaying Navy insignia to honorably discharged Navy veterans who provide proof via DD-214 form

Requires a $50 initial application fee plus $10 annual renewal fee, with proceeds deposited into the "United States Navy Veteran License Plate Fund" to support programs benefiting Navy veterans

Prohibits use of state or public funds for initial program costs; requires a designated entity to contribute up to $25,000 in non-public monies and submit at least 500 completed applications before production begins

Allows the Chief Administrator to discontinue the license plate program if the average cost per plate exceeds $50 for two consecutive fiscal years

Program remains inoperative until 13 months after funding and application requirements are met, and expires if requirements are not satisfied within 12 months of enactment
