Prohibits New Jersey public school districts from including curriculum, instruction, or supplemental materials that promote concepts defined as "critical race theory," including teaching that any race or sex is inherently superior, that individuals bear responsibility for historical actions of their racial group, or that meritocracy is inherently racist

Permits teaching the history of ethnic groups, impartial discussion of controversial historical topics, instruction on historical oppression of groups, and use of historical documents

Authorizes the Commissioner of Education to withhold state funds from school districts that knowingly violate the critical race theory prohibition

Requires the State Board of Education to adopt rules prohibiting teachers from political, ideological, or religious advocacy in classrooms, including endorsing candidates, legislation, executive actions, or court cases

Mandates teachers present both sides of controversial issues in a fair, nonpartisan manner, with enforcement guidelines including penalties up to termination, and requires at least 3 hours of professional development on these requirements
