Creates the New Jersey State Board of General Contractors within the Division of Consumer Affairs, consisting of nine members, with six required to have at least 10 years of general contracting experience

Requires general contractors to obtain a license by passing a board-approved examination held at least twice yearly, with applicants needing to be 18+, complete an accredited construction/project management degree with 2 years supervised experience, or finish an apprenticeship program with 4 years supervised experience

Exempts individuals with 10+ years of general contracting experience prior to the effective date from education and examination requirements, provided they have not declared bankruptcy or altered business names to deceive others during that period

Licenses are valid for three years and require continuing education for renewal, with fees set by the board to cover administrative costs

Licensed contractors must have their license available for public viewing at work sites, and the act takes effect 240 days after enactment
