Expands automatic voter registration to include applications for hunting, fishing, and trapping licenses, all around sportsman licenses, beaver trapping permits, wild turkey permits, and deer permits issued by the Division of Fish and Wildlife

Requires automatic voter registration for applicants seeking firearms purchaser identification cards or permits to carry handguns from local police forces or the Division of State Police

Adds power vessel (boating) licenses issued by the New Jersey Motor Vehicle Commission to the existing automatic voter registration process

Agencies must electronically transmit voter registration information to the Secretary of State for eligible applicants, with each person given the opportunity to decline automatic registration

Takes effect on January 1 following enactment, with the Secretary of State authorized to take anticipatory administrative action beforehand
