Local enforcing agencies must either use the state platform or implement an equivalent alternative automated permitting system within 18 months, and must reduce permitting fees within 2 years to reflect decreased resource expenditure

The platform must handle at least 75% of residential rooftop solar systems weighing 4 pounds per square foot or less on detached one- and two-family dwellings, and process applications for solar panels, energy storage systems, main panel upgrades, and breaker derates

Local agencies using alternative platforms must submit compliance reports and annual reports to the department documenting permit numbers and platform equivalency

The Department of Community Affairs may condition or deny direct funding to municipalities whose enforcing agencies fail to comply with the automated permitting requirements
