Amends R.S.37:1-13 to add deputy county clerks and municipal clerks to the list of officials authorized to solemnize marriages and civil unions in New Jersey

Reorganizes the existing statute into a numbered list format clarifying all 16 categories of persons authorized to perform marriages and civil unions

Maintains existing authorization for judges (federal, state, municipal, tax court, administrative law judges, and retired judges), surrogates, county clerks, mayors, deputy mayors, township committee chairmen, village presidents, clergy, and certified civil celebrants

Preserves the existing civil celebrant certification program requiring applicants to be at least 18 years old, complete a six-month course, and pay a $50-$75 fee to the Secretary of State
