Allows spouses of State officers or employees to hold interests in casino, medical cannabis, or personal use cannabis businesses, provided the State employee has no responsibility for matters affecting or regulating those industries

Removes the existing requirement that the marriage must have occurred after the State officer's or employee's appointment or employment for this exemption to apply

Maintains the restriction that the spouse cannot be directly or individually employed by a casino license holder, cannabis permit/license holder, or related holding companies

Applies retroactively to February 22, 2021, the effective date of New Jersey's Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act (P.L.2021, c.16)

Amends the New Jersey Conflicts of Interest Law (P.L.1971, c.182) to clarify ethics rules regarding spousal business interests in regulated industries
