Allows SDA (former Abbott) school districts to undertake their own school facilities projects and receive State debt service aid for bonds issued to finance these projects, rather than waiting for the Schools Development Authority to construct them

SDA districts choosing this option would receive State support at a minimum of 40% of eligible project costs (same as non-SDA districts), compared to the 100% State funding available when the Schools Development Authority manages the project

Prohibits SDA districts from seeking debt service aid for projects already included in the educational priority ranking or identified for advancement in the Statewide strategic plan for SDA district facilities

Requires voter approval for bond issuance and commissioner approval of the project, following the same procedures applicable to non-SDA school districts

Projects may, but are not required to, conform to the model school design program developed by the Schools Development Authority
