Requires the New Jersey Council of County Colleges to provide professional development and training for faculty and staff on teaching and supporting neurodiverse students, with $75,000 appropriated

Creates the "County College Inclusive STEM Infrastructure Grant Program" to fund capital improvements ($25,000-$50,000 per grant) for facilities used in STEM or artificial intelligence instruction, including lighting modifications, sensory-friendly rooms, and assistive technology, with $500,000 appropriated

Encourages collaboration between county colleges and four-year institutions to align courses for transferring neurodiverse students and develop partnerships between neurodiverse student programs

Requires progress reports after the first year and effectiveness reports after completion of the two-year pilot program
