Enforcing agencies must notify property owners in writing of a 2.5-hour time window for construction inspections, with notice provided within 24 hours of the inspection request and at least 24 hours before the scheduled window

Property owners may file complaints on the Department of Community Affairs website if an enforcing agency fails to perform inspections within the time window, repeatedly misses scheduled inspections, or cancels inspections enough to disrupt construction

The Department of Community Affairs must establish an online complaint system and take corrective action, including penalties, against enforcing agencies with confirmed violations

Enforcing agencies that cannot perform a requested inspection within the required timeframe must provide written notice at least 24 hours before the scheduled time window begins

Takes effect on the first day of the third month following enactment, with the Commissioner of Community Affairs authorized to take preparatory actions beforehand
