Restructures New Jersey's special license plate system into two categories: "organization plates" for nonprofit groups with defined membership (alumni, community, service organizations) and "dedicated cause plates" for social causes benefiting the general public

Establishes a $50 application fee for both plate types, plus a $10 annual renewal fee for dedicated cause plates, with renewal fees deposited into non-lapsing funds supporting the designated social cause

Grants the MVC board authority to discontinue special plates if fewer than 500 sets are sold in the first full fiscal year, annual renewal revenue falls below $7,500, the plate is no longer cost-effective, or the sponsoring organization commits fraud or loses qualification

Allows holders of discontinued plates to continue displaying them until recalled, provided registration is current and plates remain legible, and permits sponsoring organizations to solicit voluntary donations from those drivers

Takes effect 13 months after enactment and repeals provisions for special plates related to conventions, parades, and similar functions
