Establishes escalating fines for violations: $55 for first offense, $100 for second offense, and $200 for third and subsequent offenses

Grants municipalities discretion to tow vehicles found in violation, with the registered owner or lessee responsible for all towing and storage costs

Adds definitions to New Jersey motor vehicle law for "electric vehicle charging space," "plug-in electric vehicle," and "plug-in hybrid electric vehicle"

Applies to publicly accessible charging spaces with visible signage indicating availability for public use to charge plug-in electric vehicles
