Clarifies that DWI offenders required to install ignition interlock devices must forfeit their driving privileges only until the device is installed, rather than for a fixed time period, for first offenses with blood alcohol concentrations between 0.08-0.10% or 0.10-0.15%

Allows individuals arrested for DWI to voluntarily install an ignition interlock device prior to conviction and obtain a restricted driver's license with appropriate notation from the Motor Vehicle Commission

Provides a one-day credit against license forfeiture periods for every two days a person has an ignition interlock device installed with proper license notation, except when the violation resulted in serious bodily injury

Waives fines for offenders who voluntarily install interlock devices and maintained valid New Jersey driver's licenses in good standing from the time of offense through conviction

The act takes effect immediately, applies to offenses occurring on or after the effective date, and expires on January 1, 2029
