Mandates public utilities send a plain language summary of the Board's final decision to affected customers—30 days before new rates take effect if approved, or within 14 days if the rate increase is denied

Requires the Board of Public Utilities to respond in writing within 14 days after final hearings to any public questions submitted during hearings on utility rate increase applications

Applies to all public utilities as defined in R.S.48:2-13, excluding municipal, county, or local government-owned companies not under Board jurisdiction
