Amends New Jersey's financial aid application requirement law to add privacy protections for student waivers submitted to opt out of completing a financial aid application as a high school graduation prerequisite

Prohibits school districts and charter schools from using or disclosing any waiver or personal information within a waiver without informed consent of the student or parent/guardian, consistent with federal protections including FERPA

Requires the Department of Education and any school district or charter school using its own waiver form to include prominent language notifying users of these privacy protections

Limits information that can be required on waiver forms to only the student's name, telephone number, email address, date, and signature of the submitting individual

Validates waivers submitted prior to the law's effective date (July 8, 2025) while applying the new privacy protections to those previously submitted waivers
