Directs the Department of Health to establish a "Food Banks for Pets Pilot Program" to provide cat and dog food to pet owners experiencing financial hardship, operating for at least one year with possible extension

Appropriates $1 million from the General Fund to the "Food Bank for Pets Fund" for grants to participating nonprofits and program expenses

Authorizes DOH to select nonprofit organizations and volunteer groups to implement the program, including collecting donations, operating food banks, and distributing pet food throughout the state

Provides liability immunity for good faith donors of pet food and organizations receiving or distributing donated food under the program

Requires DOH to submit a report to the Governor and Legislature within one year of implementation with a recommendation on whether to make the program permanent or disband it
