Establishes a two-year "Guaranteed Income Pilot Program" through the Department of Labor and Workforce Development to study the effects of unconditional cash payments on spending habits and local economic conditions

Provides $500 per month for 18 months to 500 randomly selected residents in each of seven cities: Paterson, Passaic City, Jersey City, Plainfield, Newark, Trenton, and Camden (3,500 total participants)

Limits eligibility to residents with annual household income of $80,000 or less, with only one participant allowed per household

Requires the Department of Treasury to collect voluntary survey data from participants and study economic data from affected cities

Mandates a report with findings and recommendations be submitted to the Governor and Legislature within 10 months after the pilot program concludes
