Requires all inflatable carnival-amusement rides to have identification plates displaying manufacturer information, date of manufacture, serial number, rider capacity (by weight and number), and air inflation requirements

Mandates manufacturers provide detailed manuals with illustrations covering operation, maintenance, set-up, tie-down and anchorage requirements, and safe usage guidelines including hazard avoidance and rider conduct

Requires operators to perform thorough pre-use inspections of anchor points, ropes, stakes, and ballasts, with ground stakes required to be at least 40 inches long for slides 15 feet or higher

Obligates operators to evacuate riders and deflate inflatable rides during hazardous weather conditions including thunderstorms, high winds, or rain, and prohibits operation when wind exceeds manufacturer's maximum safe speed

Takes effect on the first day of the seventh month after enactment, with the Commissioner of Community Affairs authorized to adopt additional inspection and testing regulations
