Parking areas with 100 or more public spaces must designate a minimum of 5% of spaces for hybrid, electric, and alternative fuel vehicles, located in the most accessible areas after handicapped parking

Designated spaces must be outlined in green paint and marked with signs reading "Hybrid and Alternatives Parking Only" in green

NJ Motor Vehicle Commission will issue window stickers for eligible vehicles; diesel vehicles are excluded, and fuel efficiency requirements increase over time (45 mpg minimum in first two years, then 163% of federal CAFE standards)

Parking in designated spaces without proper window sticker carries a fine of up to $250

The pilot program takes effect 19 months after enactment and remains in effect for 10 years, with the Chief Administrator reporting to the Legislature for evaluation purposes
