Establishes a five-year pilot program in the City of Paterson allowing job applicants for municipal court, law enforcement, and corrections positions to withhold certain expunged records from employers

Limits mandatory disclosure of expunged records to only indictable offenses (crimes of the fourth degree or higher), eliminating disclosure requirements for arrests/charges that did not result in conviction, disorderly persons offenses, petty disorderly persons offenses, and municipal ordinance violations

Excludes court directors, court administrators, and deputy court administrators from the pilot program, requiring these positions to continue disclosing all expunged records

Requires the City of Paterson to submit a report to the Governor and Legislature at the end of the five-year period with recommendations on whether to continue, modify, expand, or terminate the program

Takes effect 90 days following enactment
