Prevents automatic disqualification of eligible MBE/WBE businesses solely because they operate as intermediaries rather than manufacturers or warehouses

Requires the uniform certification procedure to include guidance for detecting whether business owners have created shell companies, trusts, proxies, or other arrangements to fraudulently evade ownership requirements

Amends P.L.1987, c.55, which governs the certification of minority and women's businesses for state and local government contracting purposes
