Removes all State college and university positions from New Jersey's civil service system, including both unclassified and career service titles

Employees with permanent status at the time the bill takes effect may retain all career service rights as long as they remain in their current title without interruption

Grants each State college and university board of trustees authority to function as a public employer and conduct their own labor negotiations under the New Jersey Employer-Employee Relations Act

Transfers collective bargaining responsibility from the Governor to individual college boards of trustees, with participation from the Governor's Office of Employee Relations

Expands the 1986 law that removed professional academic and teaching staff from civil service to now cover all remaining college positions
