Establishes a 15-member New Jersey Student Learning Standards Advisory Council appointed by the Commissioner of Education, consisting of K-12 educators, higher education professors, business representatives, and a parent representative serving five-year terms (maximum two terms)

Requires the council to create subcommittees for each subject area of the Student Learning Standards, with each subcommittee including teachers from various grade levels, college professors, business representatives, parents, and student representatives

Directs subcommittees to review existing standards for clarity, rigor, and coherence by examining research, comparing standards from other states and countries, collecting public feedback via online surveys, and writing reports on strengths and weaknesses

Mandates at least a 60-day public comment period and at least one public hearing before finalizing any revised standards, with school districts required to notify parents about opportunities to provide feedback

Allows the Commissioner of Education to submit standards to the State Board of Education that differ from the council's recommendations, but requires a written public justification explaining any changes made
