Mandates that students receive trained assistants proficient in their primary and preferred communication method, which may include AAC systems, communication boards, speech-generating devices, letter boards, American Sign Language, or other methods

Requires inclusion of a communication plan in each student's Individualized Education Program (IEP) or Section 504 plan focusing on their preferred communication method

Guarantees full access to all school programs including extracurricular activities, recess, lunch, media showings, driver education, and public announcements

Directs the Department of Education to provide technical assistance to school districts to meet the needs of students with communication disabilities, while specifying the bill does not create rights beyond existing federal and state disability laws
