Adds "Jewish" as a new category in the legal definitions of "minority," "minority group member," and "minority business" across multiple New Jersey statutes governing public contracts and grants

Defines "Jewish" as a person whose traditional religion is Judaism or who traces their origins through the ancient Hebrew people of Israel to Abraham

Amends laws affecting casino industry contracts, school district procurement, the Gateway Development Commission, the NJ Development Authority for Small Businesses, county and municipal contracting, state procurement set-asides, and motor vehicle franchise regulations

Existing minority categories include Black, Hispanic, Asian-American, American Indian or Alaskan native, and in some statutes, Portuguese persons

Jewish-owned businesses meeting the 51% ownership threshold would qualify for minority business enterprise programs, set-aside contracts, and other economic development assistance
