Eliminates the authority of the State Board of Education to place school districts under full or partial State intervention under the New Jersey Quality Single Accountability Continuum (NJ QSAC) monitoring system

Requires all school districts currently under partial or full State intervention to be returned to full local control within one year of the bill's effective date

Mandates that school districts which have not had governance returned to local control must hold a special election within four months for voters to choose whether to become a Type I or Type II district

Repeals numerous existing statutory sections related to State intervention procedures, State-operated school districts, and related oversight mechanisms

Retains the commissioner's authority to require improvement plans and provide technical assistance for underperforming districts, but removes escalation to State takeover as an option
