Establishes the "Artificial Intelligence Innovation Partnership" administered by the New Jersey Commission on Science, Innovation and Technology, creating a network of nonprofit organizations to support emerging AI technology businesses across the state

Divides the state into four regional focus areas: northern region (financial technology/cybersecurity), central region (healthcare/life sciences/biotech), southern region (agriculture/aviation), and shore region (renewable energy/autonomous vehicles)

Partners will provide early and late-stage capital access, business incubation resources, discounted laboratory spaces for spin-out companies, and training to help AI businesses apply for federal funding

Creates a special non-lapsing fund in the Department of Treasury to finance the partnership through state appropriations, federal funds, royalties, gifts, grants, and venture capital, with grants requiring matching private sector funds

Prioritizes certification of nonprofit partners that demonstrate leadership diversity and have locations in municipalities qualifying for State aid, with emphasis on supporting underrepresented emerging AI technology businesses
