Removes the requirement that New Jersey Racing Commission employees must have been state residents for at least five years prior to employment

Employees must still serve at the pleasure of the commission and cannot hold any official relationship with, stock in, or pecuniary interest in horse racing associations or corporations

Amends P.L.1940, c.17 (C.5:5-25), which governs the structure and staffing of the New Jersey Racing Commission

Takes effect immediately upon enactment
