Exempts sweepstakes that offer free entry methods, are tied to merchandise purchases under $20, disclose odds and rules, and provide identical winning chances regardless of whether entry was paid or free

Increases criminal penalties for maintaining gambling resorts from fourth-degree to third-degree crimes with fines up to $50,000, and creates a new third-degree crime for operating online gambling resorts with fines of $50,000-$100,000

Expands swindling and cheating laws to cover Internet gaming and sports wagering, including using insider information for sports bets or fraudulently using another person's gaming account

Grants the Division of Consumer Affairs and Division of Gaming Enforcement authority to seek injunctions, issue subpoenas, hold hearings, assess civil penalties, order restoration of funds (doubled for senior citizen victims), and place liens on violators' property
