Creates a certification program through the Division of Revenue and Enterprise Services for businesses that are at least 51% owned, operated, and controlled by persons with disabilities as defined under the Americans with Disabilities Act

First-time applicants receive provisional one-year certification, after which businesses must apply for five-year certification with annual verification statements confirming no changes in ownership or eligibility status

Certified disabled-owned businesses are added to the Selective Assistance Vendor Information (SAVI) database and become eligible for State programs and initiatives for disabled-owned businesses

Establishes formal appeal processes for businesses denied certification or facing revocation, with decisions appealable to the Appellate Division of the Superior Court

Takes effect 365 days after enactment and allows the division to form reciprocal agreements with other public and private certifying entities to recognize their certifications
