Requires data center owners/operators in New Jersey to submit quarterly water and energy usage reports to the Board of Public Utilities, with initial reports due within six months of the law taking effect (or three months for data centers already operating for at least one year)

Reports must include basic facility information, total energy consumption in kilowatt hours, water input in cubic meters, water sources, on-site power supplies and emergency backup systems, and permit information including emissions data

Mandates disclosure of performance metrics including power usage effectiveness, water usage effectiveness, energy reuse factor, and renewable energy factor

Requires sustainability indicators such as average intake air temperature, waste heat temperature, renewable energy usage, and waste heat reused

The Board of Public Utilities must publish all reported data on its website within 30 days of receipt and coordinate with the Department of Environmental Protection on implementation
