Extends the public comment period for proposed rules from 30 to 60 days and requires agencies to file a notice of intent at least 90 days before issuing formal rule proposals

Mandates public hearings on rule proposals when 50 or more commenters request one, or when the proposal would increase expenditures by at least $50 million annually for the State, local governments, businesses, or residents combined

Requires agencies to publish all public comments received, data sets used in formulating rules, and socio-economic impact estimates (in dollar amounts) on their websites, while prohibiting bundling of unrelated rules in a single proposal

Requires the Office of Administrative Law to update its online rulemaking database daily and include all public comments and supporting data for each rulemaking action

Makes agencies liable for plaintiff's attorney fees when an agency head rejects or modifies an administrative law judge's recommended decision and that modification is later overturned by a court
