Electric public utilities in New Jersey must file tariff applications with the Board of Public Utilities within 180 days to establish special rates for "large load customers," defined as commercial customers with aggregate monthly demand exceeding 100 megawatts.

The tariff must ensure other utility customers do not subsidize large load customers, with all costs attributable to serving large load customers assigned directly to those customers as determined by the board.

New large load customers must provide financial guarantees to pay for at least 85% of requested service for a minimum of 10 years and demonstrate their project is not duplicative of other similar projects.

Utilities must require deposits or financial security sufficient to protect ratepayers against material rate increases if large load customer projects cease operations or use less service than anticipated.

The tariff must incentivize large load customers to develop energy efficiency methods, including technologies that capture and utilize waste heat from their facilities.
