Designates the overpass of Stelton Road at milepost 5.88 on Interstate Highway Route 287 North and South in South Plainfield as the "Officer Conklin-Officer Cady Memorial Overpass" to honor two police officers killed in the line of duty

Richard H. Conklin, a Vietnam War Marine veteran, was shot and killed on January 21, 1972 while traveling on Stelton Road at I-287; William J. Cady, also a Vietnam War Marine veteran, was struck and killed by a car on April 19, 1975 during a traffic stop on I-287

Both officers served with the South Plainfield Police Department and received numerous commendations during their service

No state or public funds may be used for producing, purchasing, or erecting the memorial signs; funding must come from private sources including non-profit, educational, or charitable entities

The Commissioner of Transportation is authorized to receive private gifts, grants, or financial assistance and must reach an agreement with a responsible party for all sign-related costs before work can proceed
