Directs the Board of Public Utilities to complete a study within one year on how data center electricity usage affects electricity costs for New Jersey customers

Requires the study to determine whether non-data center customers are unreasonably subsidizing data center electricity costs and whether ratepayers face unreasonable rate increases for transmission, distribution, or generation facilities built primarily to serve data centers

Mandates estimation of the current and projected 20-year impact of data center demand on average residential electricity rates under various growth scenarios

Requires assessment of policy alternatives, including special tariffs for data centers within New Jersey, to mitigate or avoid rate increases caused by data center electricity demand

Study findings must be reported to the Governor and Legislature within 15 months of the act's effective date; the act expires 30 days after the report is submitted
