Extends the deadline for fire departments in New Jersey to stop using Class B firefighting foam containing intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl substances) until January 1, 2027, providing one additional year beyond the general prohibition

Maintains existing exemptions for federally mandated PFAS foam use, fixed foam fire suppression systems with 110% containment (4-year exemption), and oil refineries/petroleum terminals with large storage tanks (8-year exemption with possible waiver extensions)

Requires facilities using exempted PFAS-containing foam to report usage within five business days, fully contain releases, prevent environmental discharge, and document compliance measures

Removes a previously proposed $500,000 appropriation from the General Fund that would have funded grants to help municipalities replace PFAS-containing firefighting foam

Violations constitute unlawful practices under consumer fraud laws, subjecting violators to all available remedies and penalties under N.J.S.A. 56:8-1 et seq.
