Requires all State, county, private, and juvenile correctional facilities in New Jersey to provide free voice communication, video communication, and electronic mail services to incarcerated persons, with no cost to either party

Amends existing law that previously capped domestic calls at 11 cents per minute, eliminating all per-minute charges, account fees, and surcharges for telecommunication services

Prohibits correctional facilities from accepting commissions or imposing surcharges for any telecommunication services used by incarcerated persons

Mandates that international calls also be provided at no cost, and requires facilities to maintain at least the same level of communication access that existed as of January 1, 2024

Appropriates funds from the General Fund to the Department of Corrections and Juvenile Justice Commission for implementation, with the bill taking effect six months after enactment
