Requires municipalities with outdoor firing ranges to enact zoning ordinances establishing safety guidelines for those ranges, in addition to any guidelines from the Department of Law and Public Safety

Mandatory safety guideline components include: signage displaying range location and hours of operation, ammunition caliber/gauge limitations consistent with state law, and requirements for side and impact berm placement

Municipalities must provide public hearing notice to residents of both the host municipality and all municipalities within one mile of the firing range before adopting such ordinances

Amends the Municipal Land Use Law (N.J.S.A. 40:55D-65) to explicitly authorize outdoor firing range safety guidelines as a permitted subject of zoning ordinances
