Eligible customers include those who meet Winter Termination Program criteria or demonstrate inability to pay due to circumstances beyond their control such as unemployment, illness, medical expenses, or death of an immediate family member

Mandates service restoration on June 15 for eligible customers whose service was previously terminated for nonpayment, with no reconnection fee charged

Requires utilities to discuss deferred payment arrangements with participating customers who are in arrears, and allows customers to self-certify their eligibility based on financial hardship
