Directs the Board of Public Utilities to hire an independent third party to study the feasibility and cost savings of de-privatizing public utilities in New Jersey

Study must examine options including full or partial acquisition of utilities by public entities, as well as joint ownership arrangements between public entities and existing private utilities

Analysis must include short- and long-term challenges and benefits, environmental impacts, effects on service quality, costs to ratepayers, potential revenue from clean energy programs, and organizational structure recommendations

Public utilities and public entities are required to cooperate fully and provide requested information to the third-party study conductor

Board must submit a report with findings and recommendations for legislative and executive action to the Governor and Legislature within one year, with $100,000 appropriated from the General Fund for the study
