Requires the State Treasurer, in consultation with the State Comptroller, to adopt rules and regulations establishing best practices for procurement of goods and services by independent State authorities

Mandates competitive bidding practices including expansive advertising to reach prospective bidders, merit-based evaluative criteria disclosed before bid submission, and qualified evaluation committees screened for conflicts of interest

Requires thorough documentation of the procurement process including scoring sheets, written records of negotiations, comparative bid analyses, and detailed written award recommendations explaining why the winning vendor was selected

Exempts contracts from the requirements in specified circumstances: amounts below the statutory threshold, unforeseen emergencies, sole-source vendors, contracts with government entities, innovative unsolicited proposals, or when authorized by the Governor's Authorities Unit

Requires the State Treasurer and State Comptroller to review and update the regulations at least every two years to ensure current best practices are being followed
