Fines start at $45 for first offense and increase by $45 for each subsequent violation within 12 months, capping at $135 per offense, with all excess revenue directed to Access Link paratransit services

Recorded images may only be retained for up to 6 months or 60 days after final disposition, cannot use facial recognition technology, and are exempt from public records requests except under grand jury subpoena or court order

A 60-day warning-only period is required before active enforcement begins, and NJ Transit must submit annual reports to the Governor and Legislature on citations issued, revenue generated, and impact on bus service efficiency

Citations may be contested within 30 days on grounds including emergency vehicle use, medical emergencies, mechanical breakdowns, stolen vehicles, or if the citation was already paid to a local parking authority
