State agencies must submit a written business case to the Office of Information Technology for all IT projects exceeding $2.5 million at least 30 days before requesting funds or issuing procurement documents

Business cases must include the business need description, project budget, operational impact estimates, review of available options, risk analysis, and change management assessment

State agencies must also submit change management plans for IT projects over $2.5 million, projects involving two or more agencies, or projects significantly changing existing business processes

Change management plans must include stakeholder analysis, operational impact assessment, change risk assessment, implementation optimization plans, and resistance management strategies

The Office of Information Technology, in consultation with the Division of Purchase and Property and Division of Revenue and Enterprise Services, must report findings and recommendations to the Office of Management and Budget
