Increases the threshold for requiring Commissioner of Education and Local Finance Board approval on school building leases from 5 years to 20 years when leasing from the federal government, state, municipalities, or private entities

Extends the maximum term for lease purchase agreements for school building improvements or additions from 5 years to 20 years, with commissioner approval required for agreements exceeding that period

Commissioner approval for lease purchase agreements remains contingent on demonstrating that payments fit within the district's tax levy growth limitation without requiring voter approval for additional spending

If commissioner approval cannot be obtained, boards of education may still seek voter or board of school estimate approval through a separate ballot question to authorize the lease purchase agreement

Maintains all other existing requirements for school district leases and lease purchases, including competitive bidding requirements for construction contracts
