Raises the public bid threshold from $41,600 to $100,000 for county college contracts where workers are not paid prevailing wages, while maintaining the current threshold for prevailing wage contracts

Expands exemptions from public bidding requirements to include information technology, banking services, energy supply from third-party suppliers, construction management services, hazardous waste disposal, transportation services, vending services, and medical testing, among others

Extends maximum contract lengths from 24 to 36 consecutive months for general purchases, and allows contracts up to 5 years for items like fuel, insurance, custodial services, security, and building system maintenance

Changes the contract award standard for goods and services (excluding construction) from "lowest responsible bidder" to "responsible bidder whose bid will be most advantageous to the county college, price and other factors considered"

Permits county college boards to disqualify bidders based on prior negative experience within the past 15 years, including contract defaults, unsatisfactory performance, or debarment from state contracting, with disqualification limited to a maximum of 5 years
