Requires individuals interested in filling a vacancy in a party nomination for public office to notify the relevant political committee at least seven days before the selection meeting and guarantees their right to seek and retain legal representation throughout the process

Extends the deadline for municipal clerks to certify official lists of county committee members and municipal committee chairs to county clerks from 20 days to 45 days after the post-primary committee meeting

Mandates that official lists of county committee members include email addresses and phone numbers, be posted on committee websites, and be provided to interested candidates within 72 hours of their notification of interest

Prohibits appointments to the State or county committee made after a vacancy occurs from voting on filling that vacancy, replacing the previous seven-day cutoff before the meeting

Requires selection meeting rules to be established in committee bylaws (rather than proposed at the meeting by the chair), include electronic or machine voting procedures where practicable, and be provided to interested candidates at least 24 hours before the vote
