Requires municipal master plans to include a mandatory housing plan element that evaluates housing needs and establishes a plan for providing housing, including affordable housing for low- and moderate-income households

Consolidates housing plan element requirements currently in the Fair Housing Act (C.52:27D-310) into the Municipal Land Use Law (C.40:55D-28), requiring comprehensive analysis of housing inventory, demographics, employment, and projected needs over 10 years

Mandates that housing plan elements identify lands appropriate for affordable housing development, analyze consistency with the State Development and Redevelopment Plan, and for Highlands municipalities, ensure compliance with the Highlands Regional Master Plan

Requires land use plan elements to describe their relationship to the housing plan element and show how they are designed to implement housing goals

Requires land use plan elements to show areas designated for redevelopment or rehabilitation, adopted redevelopment plans, and the status of redevelopment projects in those areas
