Establishes a 90-day pilot program providing ballistics scanning devices to law enforcement agencies in the 10 New Jersey municipalities with the highest violent crime rates

Participating agencies must use the devices as part of their evidentiary, firearm intelligence, and investigatory processes

Chief law enforcement officers must submit reports to the Attorney General within 30 days of program completion, detailing each use of the device and recommending whether to continue use

Attorney General must issue a report to the Governor and Legislature within 60 days of receiving agency reports, recommending whether the pilot program should become permanent with annual funding

Takes effect on the first day of the second month following enactment
